The easiest way to handle it is to have a general setup that would work for any situation- i.e. logging town in the mountains where only one person has any class levels and its the local druid or oracle religious leader, and they've only got like one or maybe two- then ask the players to design the gods. From there, choose based on player preferences and reactions. Players go "dude I don't like that" about some part of the setting, make it part of the evil villain's plot. They say, " Weird, you'd think it would be holy or good" at some aspect, make it that way. Ask them from time to time to provide you plot ideas but- and this is important- DESIGNATE THE PERSON DOING IT BEFOREHAND. Do it round-robin style; first this player, then that player, until everyone has had a turn to create something. This can range from legends about heroes to towns to social trappings, depending. The truth is, players don't really care about plot, they care about play, so just give them a fun time and they'll love it!
