The chamber was chaos with voices shouting over other voices, fingers pointing, and thinly-veiled threats. In other words, business as usual. Finally, the Speaker slammed his gavel, the boom silencing the room.
"ENOUGH! Mr. Falinde...Commander Teeg...blaming each other about the smuggling issues won't solve them."
Finwe Falinde stood immediately. "Teeg is asking me to go against ordinance THIS COUNCIL laid down! As long as the ships moored here for supplies do not intend on loading cargo, the Guard cannot search--"
Gyleon Teeg stood in response. "Obviously something is being unloaded from these vessels, or we wouldn't have smuggling! Maybe with a bit of after-hours, off-the-books 'handling fee'--"
"YOU DARE accuse my men of taking bribes?! Maybe it was YOUR men who received and 'expediting fee' to move things along!"
The gavel fell again. "I SAID ENOUGH! You will BOTH internally investigate this matter and report your findings to the Council by next week. In the meantime, any vessels not having business with Five Rivers save resupplying are to be moored away from the docks, with both a guard and a dockman overseeing any transfer of cargo. Any opposition?!"
There were a few muffled murmurs from the rest of the Council, but no obvious dissent, save the head of the Guard (Teeg) and the harbormaster (Faninde), who complained about extra manpower.
"Then I suggest you resolve this quickly gentlemen. Next order of business?"
(Things moved more swiftly after a Dragonborn was appointed head of the Council last month...)
