Finwe Falinde - The Elven Harbormaster. Prides himself that, unlike the other members of the Council, he's not some "stuffy bureaucrat" who does little more that create paperwork and headaches, but is among his workers when not in the Council.
Gyleon Teeg - The Human Commander of the Five Rivers Watch. Worked up the ranks until awarded the position (after the previous Commander was killed in a bar brawl)
Eragon - Dragonborn Head of the Council (the one position that is elected by the citizens). Former adventurer who immediately replaced the dias with an anvil and the gavel with his favorite warhammer (needless to say, the room quiets quickly when he calls order)
