[D&D 5Ed] Play-by-post sandbox

Looking to run a 5Ed campaign where the players help create the game world.
(read: I want to run but don't have time to set everything up to start with
)
Players will start at first level . All classes allowed except Monk (too Eastern for a Western-style campaign) and Warlock (too "evil" for heroic characters). All "non-standard" races will be allowed with 2 caveats:
1. Since these are rare, I'm only allowing one of each type
2. With the exception of Gnomes and Half-Elves, the race won't exist until there's a PC example (so if no one plays a Tiefling, the world won't have any.)
The "sandbox" aspect is that the players may create major/minor powers to place within the world (their characters don't have to come from them, and they don't have to be placed near the campaign area, but could be a looming threat/influence over the region nonetheless). I will be conducting an "overgame" in which the power5s try to influence the world as it stands (which could lead to adventure hooks if one faction gets too uppity)
The game will be starting in the Free City of Five Rivers, a city of trade and intrigue (think Dale meets Babylon 5)
